A German Empire

Germany was on an incline in power, and wanted to expand for more resources and development. Furthermore, Germany was consumed by militarism, and was feared for it's great military strengths. WIth their want to expand, and with honoring their treaty with Austria-Hungary, Germany went into war willingly. They felt they needed an excuse, and when the Austrians declared war on the Serbs, they took it as their "golden opportunity". Germany lost 2,050,897 soldiers.
